Singleton Parish Council
Minutes of the Parish Council Meeting held at the Village Hall, Singleton
on 20 July 2021 at 7.15 pm
Present: – Cllrs Cholmondeley and Ibbotson and County Councillor John Singleton. The Minutes were taken by the Parish Clerk, Verena Henderson.
1. | Apologies for Absence were received from Cllr Gallagher (self-isolating), Cllr Bailey (attending a funeral) and Cllr Lee who was delayed at a Fylde BC meeting. Unfortunately, as the meeting was not quorate, no decisions could be taken and therefore a much shorter informal meeting took place. The Clerk will email all councillors to try and move forward on some items. |
2. | Police Matters The crime figures recorded for June showed that there had been one case of Anti-Social Behaviour, 4 cases of Theft and Handling, which included 2 cases of driving off from a petrol station without paying for fuel, and 1 Auto Crime – theft of a vehicle which was located and stopped by traffic patrols and the offenders arrested. The new Police and Crime Commissioner has been invited to a future Parish Council meeting. |
3. | Minutes of Previous Meeting and any Matters Arising – Due to the absence of both the Chair and Vice-Chair, these were held over till the next meeting. |

6. | Planning Matters and Decisions 21/0608 – 2 Gamekeepers Cottage Mile Road, Single storey side and rear extension 21/0293 – Bankfield Lodge, Pool Foot Lane – Amended Plans 21/0428 – Land adjacent to Selcourt, Garstang Road – Erection of stable block 21/0657 – Singleton Grange Farm FY6 8LP – Erection of agricultural livestock building Decisions 21/0313 – Land adjacent to Greenways, 77 Mains Lane, Singleton – Change of use of land to equestrian use – Granted. Appeal Stanley Villa Farm Fishing and Camping, Back Lane, Weeton-with-Preese. Variation of conditions of planning permission 17/0572 to allow use of part of site as tenting field. |
7. | Traffic and Highway Issues Cllr Singleton had earlier distributed a report on traffic and highway issues. Tonight he stressed the importance of the Parish Council writing to the Police in support of Singleton retaining its 20mph speed limit which was not being supported by the Police. This should be supported by accompanying data from the SpID machines. LCC has a mobile 4-wheeled speed indicator device which it is loaning out to parish and town councils for a two-week period. |

9. | Correspondence Reply received from Dumbreck Trust regarding rooks nesting in trees which were causing a nuisance to neighbours in Church Road and Miller Crescent. The Trust did not think it appropriate to acquire a license from Fylde BC to remove some of the nests and trim back some of the branches so as to deter future nesting. They would however look into this matter later in the year.Minutes received from the District Parish Liaison meeting held on 21 June 2021. These will be put on file. |

11. | Defibrillator We have enough interest in the defibrillator training to hold 2 sessions on Thursday 29 July and Tuesday 3rd August. Koi Pol has expressed an interest in part-funding another defibrillator so that Little Singleton would have access to a machine also. |
12. | Public Footpaths Cty Cllr Singleton had arranged for the information regarding a Local Delivery Scheme for Public Rights of Way to be forwarded to the Clerk from Lancashire County Council. The County Council is offering a grant of £500 for Parish Councils and/or constituted community groups to look after public rights of way in their community. This would include vegetation clearance, signposts, waymarks, steps and gates. Applications need to be made to the County Council before 31 August 2021. Item to be put on next Agenda. |
13. | Accounts and Invoices to Pay On-line banking has now successfully been installed. Notices regarding public access to the Parish Council’s accounts have been put up on the 3 noticeboards and also on the website. This covers a 6-week period from 12 July 2021 until 20 August 2021. All appropriate documentation has been sent to the Official Auditor, PKF Littlejohn. Mr S Butcher – Litter-picking – £153.40. Cheque payment. Proposed Cllr Cholmondeley, Seconded Cllr Ibbotson – To be agreed via email. Clerk, Salary and expenses for June/July 2021 – £239.49. On-line payment. To be agreed via email. |
