Minutes of the Parish Council Meeting held at the Village Hall, Singleton
on 30 July 2015 at 7.15 pm

Present: – Cllrs Bailey (Chair), Chew, and Lee, and the Parish Clerk, Verena Henderson, who took the Minutes.
1. Apologies were received and accepted from Cllrs Gallagher and Smith.

2. Declaration of Interests – None

3. Minutes of Previous Meeting and any Matters Arising

The Minutes of the previous meeting held on 18 June 2015, having been previously circulated, were agreed as a true and correct record and signed by the Chairman.

Matters arising

Mark Menzies MP had responded and had offered to attend a meeting in July when unfortunately some of the councillors were away on holiday. A request for another meeting to be held in September or October had duly been sent to the MP.

With regard to the resident who had complained about his view being blocked by overgrown hedges when trying to leave his drive, Cllr Bailey had taken this up with the Trust who said that the matter should have been reported to their agent, Richard Cornish. They would look into this.

Newsletters had been completed and circulated. Thanks were expressed to Cllr Chew.

4. Open Forum – None.

5. Police and PACT Report

A new style of police report had been received this month, which included all crimes recorded in Singleton, Greenhalgh and Weeton. The Clerk was asked to forward this on to all councillors so that they could see what was happening in surrounding areas.

As regards Singleton, the following crimes were recorded:-

• Burglary of commercial storage containers in Poolfoot Lane. Case closed.
• Two cases of theft of fuel from garage on Garstang Road. One case closed and the other is under active investigation.
• Theft of garden ornaments from Mains Lane. Case closed.
• Criminal damage to front gates of property overnight on Mains Lane. Case closed.
• Opportune theft of items from unattended horsebox on Grange Road. Case closed.

All councillors were urged to try and attend the District Parish Liaison Meeting on 17 September 2015 at the Town Hall, Lytham St. Annes, when a presentation would be done by the Police & Crime Commissioner, Clive Grunshaw. The Clerk also was asked to attend.

Cllr Chew and fellow councillors from Kirkham and Westby had met recently with Inspector Pritchard, who was standing in temporarily at Kirkham, and discussed the concerns of local residents. The biggest problem was communication.

6. Traffic Issues

A resident from Shard Road had contacted Cllr Chew very concerned about two near accidents on Shard Road when turning right into the driveway of her house. On both occasions, cars being driven at speed had overtaken other vehicles and were facing her when she was stopped in the centre of the road. What the resident was asking for was a dedicated right hand turning ghost lane. The Clerk was asked to write to County Councillor Paul Hayhurst to see if he could support this at the County Council.

There is still a tail-back of traffic from the Lodge Lane traffic lights and only half a dozen vehicles are getting through during off-peak times. This seems to have become worse since the roadworks at Windy Harbour, as more vehicles are still coming through the village. Windy Harbour is now clear and it is hoped that drivers will soon realise that it is taking them longer to get through the lights at Lodge Lane than it would at Windy Harbour.

The Highways Agency has been disbanded and has been replaced by Highways England. This was recently launched in Penrith and we are in area 13 which stretches from the Scottish Border to the Mersey. A huge area where the new system means that the new Body will be given a set amount of money from the Government each year for them to decide on their priorities and where to spend the money.

7. Correspondence

Email received from Fylde BC concerning the Workforce Pension Scheme. Apparently at the last Parish Liaison meeting a question had been asked about Parish Clerks possibly joining the Local Government Pension Scheme, managed by Fylde BC. This had proved too complicated and as many Clerks were retired and in receipt of pensions anyway, it hadn’t seemed feasible to proceed with this idea.

8. Planning Matters and Decisions

• 15/0318 – Moores Farm, The Moat House, Mains Hall, 86 Mains Lane, Singleton FY6 7LE – Application for prior approval for conversion of agricultural building to form 1 dwelling – No specific observations
• 15/0443 – Silver Ridge, Lodge Lane, Singleton, FY6 8LT – Outline application for erection of 1 no. detached dwelling and garaging – No Specific observations although concerned about close proximity to the traffic lights and access and egress from their driveway.
• 14/0490 – Appeal lodged for Angel Lane Caravan Park Field 7126, Fairfield Road, Staining for use of land as caravan site for occupation by Gypsy-Travellers with associated operational development. The appeal will be dealt with by the Inquiry procedure – date to be advised.
• 14/771 – Appeal lodged for land off Shard Road, Singleton, FY6 9BU – Siting of static caravan for residential use (temporary for 3 years) and formation of sand paddock. The Hearing will start on 22 September 2015.
Planning Decisions

• 13/0796 – Game Farm, Station Road, Singleton, FY6 8LQ – Standard Portal frame – Withdrawn – Invalid.
• 15/0211 – High Point, Garstang Road, Singleton FY6 7SX – Gable Roof and dormers – Granted
• 15/0319 – Coach House, Lodge Lane, Singleton, FY6 8LT – Single storey extension – Granted
• 15/0304 – Summerer Farm, Weeton Road, Singleton, FY6 8NQ – Roof over existing Silage store – Granted.
• 15/0295 – Brook Cottage, Garstang Road, Singleton, FY6 7SX – Single Storey extension – Granted.

Wyre Local Plan

The Parish Council has no objections to the Issues and Options consultation except to say that members would like to see development not to take place until the road infrastructure has been improved.

9.
Lodge Lane Pathways

Once again many complaints have been received about the state of the pathways from South Lodge to Singleton Lodge due to grass encroachment and overhanging hedges. Despite many emails having been sent to the County Council, nothing has been done. The Clerk was asked to write to County Councillor Paul Hayhurst, pointing out the dangerous situation of people having to walk in the road, and asking him to intervene on our behalf to get something done. There is also the extra problem of increased traffic along this route since the roadworks at Windy Harbour. Overgrown hedges are also causing a problem in other areas and Cllr Chew had received a complaint about one in Occupation Lane.

10.
Defibrillator

The new casing has arrived but Cllr Gallagher fears that the wall at the Village Hall will not support it without the help of a plate or a bracket. He will look into this upon his return from holiday.

11.
Car Park

Contact had been made with Andrew Scott and he will get on with the further work to the car park as soon as he can.

12. Accounts and Cheques to Pay

The Clerk had submitted a claim for refund of VAT to the value of £2,541.01 for the financial year 2014/2015.

• Cllr Chew – Reimbursement for Newsletter costs – £31.08 – Proposed Cllr Lee, Seconded Cllr Bailey. Agreed.

13. Any Other Business

Councillors expressed their disappointment at the lack of Police presence in the parish since the last meeting.
