Minutes of the Parish Council Meeting held at the Village Hall, Singleton
on 28 April 2022 2022 at 7.15 pm
Present: – Cllrs Lee (Chair), Bailey (Vice Chair), and Ibbotson, and the Parish Clerk, Verena Henderson, who took the Minutes.

| 3. | Minutes of Previous Meeting and any Matters Arising The Minutes from the meeting held on 31 March 2022, having been previously circulated and agreed, were signed as a true and correct record by the Chairman. Matters arising Playground – no reply yet from Fylde BC regarding concerns over maintenance of playground equipment. Cllr Bailey’s name was added to the list of councillors happy to meet with Fylde BC’s representative. Cllr Bailey was dismayed to report that holes had worsened underneath some play equipment and were urgently needing attention. The Parish Council had still not signed the annual Service Level Agreement and would not be doing so until the work on the maintenance of the play equipment had been completed to its satisfaction.40mph limit on Lodge Lane. The appropriate officer at Lancashire County Council had been advised of the Parish Council’s wish to reduce the speed limit alongLodge Lane to 40mph.The damaged tree outside the village hall had been reported to the Diocese. This was the responsibility of Singleton Parochial Church Council and they had arranged for a meeting with the Tree Officer at Fylde Borough Council as soon as they had been contacted by the Diocesan Office. The Tree Officer will be viewing the tree on Friday 29 April. There was some general confusion about who owned what land in the area. The Parish Council leases the car park from the Trust. The Diocese owns some of the land and Singleton PCC owns in front of the village hall and also the bowling green. The Clerk was asked which body owns the playground. |

| 6. | Planning Matters and Decisions 21/0653 – Retrospective application for change of use of land to mixed use as a single Gypsy/Traveller pitch – Hill Top Farm, Weeton. The Parish Council objected to this application as it feels it is in the wrong location at such a busy junction which would increase the possibility of accidents with touring caravans coming and going. The Parish Council is also concerned about yet more impact on local resources with another application for a touring site in the area, particularly on already stretched local medical centres. 22/0263 – 12 Miller Crescent, Singleton FY6 8LW, First floor rear extension. This was a resubmission of application 22/0003. No specific observations to make. Appeal: 172 Mains Lane, Singleton, FY6 7LB – Change of use of part of dwellinghouse to offices. Representations can be made until 19 May 2022. There has been no change since this was last considered and noise and disturbance is still being caused to neighbours. This is not just a simple case of working from home and is not considered acceptable in a residential area. | 7. | Traffic and Highway Issues Cllr Ibbotson was pleased to advise the Parish Council that the problems with some sat nav applications showing that Windy Harbour was impassable, had been resolved. This error had caused diversions through the village and also Over Wyre. The Parish Council’s thanks go both to Cllr Ibbotson for first spotting this problem and also to Gaynor Wainwright of Kier who had eventually managed to resolve this issue.The questionnaire regarding the SpID machines still needs to be completed by Cllr Lee and the Clerk. Cty Cllr Singleton submitted his report from LCC as follows:- There is a planned road closure in Church Road, Singleton on 18 June to provide safe access for engineers to replace an Open Reach telegraph pole The next meeting for residents from Old Mains Lane with Kier will be held on 11 May. Civil Enforcement Officers will be used to deter parking around schools. Operation snap – An introduction of a new dashcam submission system for members of the public to submit digital footage and evidence of suspected traffic offences they have witnessed to Lancashire Police. Street lighting has been turned off from the Windy Harbour junction along Garstang New Road. It is understood that the lamp standards will be removed shortly. Two groups have been set up, one is Weeton Against Speeding and a Roseacre Speeding Group who will be working together to combat speeding in their areas. The Police are now doing a road watch in 20mph areas and the Clerk was asked to write to our PCSO to request a road watch in Singleton as soon as possible.Speeding is an issue down Lodge Lane, especially on the new temporary route. Residents coming from Barnfield have poor visibility of traffic coming from Singleton crossroads, and this is causing problems when the traffic is speeding. Speeding is also a big concern down Station Road. |
| 8. | New By-Pass Letter received from National Highways about work progressing at Lodge Lane with continued piling for the construction of the north retaining wall. It will be necessary to put in place a lane closure on the existing temporary diverted section of Lodge Lane. This will commence on 16 May and will be removed on 20 May 2022. The noise and dust experienced by local residents is getting very hard to endure. |
| 9. | Correspondence Annual Meeting of Fylde BC – Wednesday 22 May at 2.00pm. Cllr Lee will attend on behalf of the Parish CouncilMayor’s Service of Thanks – Sunday 8 May 2022 at St. Michael’s Church, Kirkham. Cllr Lee will attend.The Queen’s Award for Voluntary Service – Nominations being taken for the 2023 awards. |
| 10. | Update from Fylde Borough Council A new Code of Conduct received from Central Government is being discussed at Fylde’s meeting next week. This will be circulated to Parish Councils in due course. |
| 11. | Queen’s Platinum Jubilee An invitation has been made to local residents to attend the celebrations at Weeton Barracks, which will include a bouncy castle and other attractions. |
| 12. | Accounts and Invoices to Pay Clerk – Salary and Expenses for March/April 2022 – £360.40. Proposed Cllr Lee, Seconded Cllr Bailey. Agreed.Information Commissioner’s Office – GDPR/Data Protection annual renewal fee of £40 due. Proposed Cllr Lee, Seconded Cllr Ibbotson.Litter-picker – All roads in village covered plus 8 trips to Fylde Recycling Centre. £366.80. Proposed Cllr Lee, Seconded Cllr Ibbotson. Agreed. The litter-picker had asked if the Parish Council had considered getting a large bin from Fylde BC, which Fylde would empty every week, to contain all the bags of litter he was collecting. Other Parish Councils do this. This would save on travel costs to and from the Recycling Centre. The Clerk will enquire as to the cost of this and report back. |
| 13. | Any Other Business Thanks were expressed to Eleanor Smith who is currently doing a litter-pick in the village as part of her Duke of Edinburgh project. The Parish Council wished to express its thanks to her for helping in this way in the community. Her efforts have been greatly appreciated. |
